Get a website, update it regularly and post somethings on it that will get peoples attention.  List your site with one of the local referral spots. (Contact me if you need one) 

I've stopped all of the other yellow page style advertising that I do as it hasn't worked.  The costs went up every year regardless of how small the books were getting.  The advertisers didn't care because they thought they had the only show in town.

Once you pay for your site, then the only new yearly costs you have are for hosting updating (unless you do it yourself) and for any refferal fees which are quite low.
